What is auction overlap on Meta?

Short answer
Auction overlap is Meta's name for what can happen when you create ad sets with overlapping audiences: multiple ads from your Page may enter the same ad auction. Meta says it then chooses the ad with the highest total value to compete, and your other ads are not considered in that auction. That stops your ads bidding against one another, but Meta says it can prevent an ad set from spending its full budget or achieving enough results to exit the learning phase.
Separate ad accounts are not a way round it. Meta says running ads from separate ad accounts may not help you avoid overlap, because the ad delivery system may identify multiple accounts as belonging to the same advertiser, and auction overlap can occur across these accounts. It also says too much auction overlap across your Page typically results in less predictable performance, especially when scaling your budget.
Meta lists three ways to reduce it: consolidating campaigns into fewer ad accounts, combining similar ad sets and their budgets, and turning off overlapping ad sets. For the last, it suggests considering the ad sets that are learning limited or have the fewest results, and moving a turned off ad set's budget to the active ad set to maintain a similar or greater number of optimisation events. It says you may see an opportunity score recommendation in Account overview if it believes reducing auction overlap could improve your performance.
Our reading, not Meta's: overlap is not a price war with yourself, and Meta says as much. Its cost is quieter. The ad sets that lose the internal choice get fewer auctions, and Meta's learning limited page lists high auction overlap among the reasons an ad set becomes learning limited. Moving budget into the surviving ad set is an edit too: Meta says a change to budget amount may or may not be significant, depending on the magnitude of the change.
