What is a responsive search ad (RSA)?

Short answer
A responsive search ad is a Google Search ad you build from several headlines and descriptions. Google says you enter multiple headlines and descriptions, and over time Google Ads tests different combinations and learns which combinations perform best. You can provide up to 15 headlines and 4 descriptions for a single responsive search ad.
Google says you'll need to enter a minimum of three headlines and a minimum of two descriptions. In any given ad, a minimum of one headline and one description will be selected to show in different combinations and orders, so Google advises that assets, which can be shown in any order, make sense individually or in combinations.
On the 'Ads' page, Google says the stats table shows the totals for all of the ad combinations that were created using the headlines and descriptions that you entered for each responsive search ad. Google also notes that removing or editing any headlines or descriptions can change the ads that are serving and may impact your performance.
Google's own tip is to implement at least two responsive search ads (RSA) with 'Good' or 'Excellent' Ad Strength per ad group and a unique final URL for each RSA.
Our reading, not Google's: because one RSA's row is a total across many combinations, comparing two RSAs is comparing two pools of combinations, not two pieces of copy. That is one more reason a low-volume account should judge them on more than conversions alone.
