What is Smart Bidding in Google Ads?

Short answer
Smart Bidding is Google's name for bidding strategies that, in its words, use Google AI to optimise for conversions or conversion value in every auction, a feature known as auction-time bidding. Google lists Target CPA, Target ROAS, Maximise conversions and Maximise conversion value as Smart Bidding strategies.
Google says you need conversion tracking enabled to use it. It says you can turn on Smart Bidding without prior data, but recommends meeting certain conversion baselines, and that those data recommendations vary by campaign type. To evaluate results accurately, it recommends measuring performance over longer time periods that have at least 30 conversions, such as a month or longer (50 conversions for Target ROAS).
What the bidder chases is set by your conversion setup, not by the strategy's name. Google says Smart Bidding, including Target CPA and Target ROAS, considers only conversions reported in the Conversions column when optimising towards your target. It also says Smart Bidding will learn across all conversion actions reported in that column, even if they're configured for different goals.
Our practice, not Google's advice: before judging a Smart Bidding campaign, we check which conversion actions sit in its Conversions column. A strategy can hit its target and still be buying the wrong action, if the wrong action is what the column counts.
